Awareness of the essence of a national referendum

On April 28, 2016 in accordance with the action plan of the Ministry of Education and Science of the Republic of Tajikistan, the Ministry of Internal Affairs of the Republic of Tajikistan, the Ministry of Justice of the Republic of Tajikistan and the Central Commission for Elections and Referendum of the Republic of Tajikistan a meeting of representatives of the agencies with teachers and students of Finance and Economics Institute of Tajikistan was held. The event was attended by: the Rector of the Tajik State Pedagogical University named after Sadriddin Aini Nosirjon Salimi; member of the Central Commission for Elections and Referendum of the Republic of Tajikistan Sharifzoda Rakhmonkul; the Head of the Agitation and Propaganda department of the Ministry of Justice of the Republic of Tajikistan Abdujabbor Miraliev; the Head of Higher professional and postgraduate education department of the Ministry of Education and Science of the Republic of Tajikistan Samariddin Afgonov.
The Rector of the Finance and Economics Institute of Tajikistan Ashurboy Solekhzoda opened the event and noted that in the process of development of social relations and statehood the experience of political, social and economic systems is formed, and as a result, civil society begins to realize the need to improve these systems. The comprehension of this fact promotes civic responsibility of the society. The current stage of the state and society development requires the improvement of the Constitution. The amendments and additions to the Constitution, aimed at strengthening the foundations of the constitutional order, statehood, strengthening of civil society, irreversibility of improvement of the Constitution convincingly proves also experience of the world states.  
In his speech about the need to make amendments and additions to the Constitution of RT, academician Nosirjon Salimi noted that these amendments and additions reflect the further process of democratization of the political and social life of Tajik society, they are aimed at improving the standards of the Constitution and have the political, social and economic basis. The Referendum on amendments and additions to the Constitution is one of the marks of a democratic society and involves broad participation of the population in this political event.
According to N. Salimi, for a national referendum throughout the country organized 68 constituencies and 3329 polling stations, mobile sites will operate in 29 countries. He also gave an explanation of the voting procedure.
In his speech, lieutenant colonel Abdujabbor Miraliev noted that the statistics on offenses among youth causes special alarm. Thus, in the first quarter of 2016, 1551 case of offenses committed by young people was registered, which is higher to 11 cases than in 2015. Sixteen offenses were committed by students.
Other speakers also noted the need to improve the Constitution, urged the students to the political vigilance, patriotism, to participate actively in the political life of society, to protect themselves from the impact of ideas of others, fight against extremism in society, participate actively in the process of organizing and holding a national referendum on amendments and additions to the Constitution of the Republic of Tajikistan.
