Conference: The Effective Public Financial Management

Today, on December1, on the initiative of the Finance and Economics Institute of Tajikistan within the framework of the project «Support to the Individual Areas of Reforms in the Sphere of Public Financial Management: Lot1» implemented with the financial support of the European Union the international scientific-practical conference «Improving the Efficiency of Public Financial Management (PFM) and its Impact on Sustainable Economic Development in Tajikistan» started its work at the National library of Tajikistan.
The scientists, researchers, experts, representatives of relevant ministries and institutions, scientists and experts in the field of finance and economy from foreign countries, representatives of the mass media took part at the conference.
Rector of FEIT Ashurboy Solehzoda opened the conference with a welcoming speech. He noted that the conference is taking place within the framework of the Project of European Union «Support to the Individual Areas of Reforms in Public Financial Management: Lot1» implemented at Finance and Economics Institute of Tajikistan. It was also noted that technical support provided by the European Union plays an important role in the implementation of the main areas of reforms in the sphere of public financial management and personnel training system. The solution of the problem of training highly qualified personnel which meet the requirements of the international labor market is very important for the Ministry of Finance of the Republic of Tajikistan, due to which the implementation of the component of the Project and its first stage was involved Finance and Economics Institute of Tajikistan. At the second stage of the project the improvement of the research process and the training of the group of teachers have been provided, the intellectual center was organized, soon the specialists on the specialty «Management of Public Finance» will be trained at the master degree course of FEIT, - Ashurboy Solehzoda summed up his speech.
Then, the Deputy Minister of Education and Science of the Republic of Tajikistan Rahmatullo Mirboboev, Deputy Minister of Finance of the Republic of Tajikistan Jamshed Nurmuhammadiyon, Deputy Chairman of the National Bank of Tajikistan Sirojiddin Ikromi, the representative of the European Union, the Head on the Cooperation Machey Madalinski, Extraordinary and Plenipotentiary Ambassador of France in the Republic of Tajikistan Yasmin Guedar made speech at the conference and noted the relevance of the discussed issues.
Machey Madalinski told about the process of implementation of the Project and noted that the implementation of the Project at Finance and Economics Institute of Tajikistan is aimed to the training professionals in the financial industry. Now three groups carry out research activities at the institute. The problems in the sphere of macroeconomics, labor market and migration, as well as budget financing regions are in the scope of their study. Forty teachers of FEIT involved to the process of development of distance learning programs on public financial management, - M.Madalinski noted. 
In the section «Development of Financial Management in the Globalization Conditions and Financial Crises» were heard the reports of leading scientist of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA) Sergei Tagor on the theme «Development of Public Finance Research in RANEPA and at the Institute of Economic Policy named after E.T. Gaidar» and the candidate of economic sciences, the Head of the Statistics Department of  FEIT Mastura Burieva on theme «Governmental Finance in the System of Government Regulation of Development of Regions».  After it there was debate.
In the section «The Development of Macroeconomics of Tajikistan and Budgetary Processes» the reports were made by Sirodjiddin Ikromi on theme «State Support of Entrepreneurship through the Banking System» and a member of the PFM  of EU Project Peter Dovchiak on theme «Macroeconomic Modeling for the Reform of Public finance».
Sirojiddin Ikromi in his speech in the development of the private sector and business support offered to credit institutions of the country to step up action to find a profitable and long-term investments, to take measures to provide favorable loans to entrepreneurs and improve their financial knowledge. 
The interesting and informative reports were also heard: the Director of the Association for the Protection of the population of the Tajikabad district Saydali Saidrahmonov on theme « Support of Management of Public Finance», expert on Project of PFM of EU Parviz Gafurov on theme «Model of government incomes forecasting in the Republic of Tajikistan»; the expert of PFM EU Project Artak Kurumyan on the theme «The role of the budget and budgetary processes in achieving the strategic objectives of the Government»; expert of the EU Project Galina Kurlandskaya on theme «Nationwide budgeting in the Medium-Term Programs of public expenditure»; expert of HBA Nail Menlashev on theme «State enterprises and fiscal risks».
