Scientific Analysis of the Problems of Ensuring the Competitiveness of Financial Institutions

On December 7, 2018 in honor of the Day of Workers of Financial authorities of the Republic of Tajikistan, a republican scientific-practical conference was held at the Tajik State Finance and Economics University on the topic «The Problems of Ensuring the Competitiveness of Financial Institutions of the Republic of Tajikistan in a Globalized Economy». The initiator of the conference was the Finance Department of the Tajik State Finance and Economics University. The conference was attended by: Deputy Chairman of the National Bank of the Republic of Tajikistan, Candidate of Economic Sciences Sirojiddin Ikromi; the Deputy of the Majlisi Namoyandagon the Majlisi Oli of the Republic of Tajikistan Rustam Kudratov; Gulrukhsor Khojaev, the specialist of the budget management department of the financial authorities of the Ministry of Finance of the Republic of Tajikistan; the Head of the Tax Administration Development Department of the Tax Committee under the Government of the Republic of Tajikistan Vazirov Sobirjon; the representatives of the Ministry of Economic Development and Trade of the Republic of Tajikistan and other organizations and departments.
The conference was opened by the Vice-Rector for Science of TSFEU Bakhrom Safarov, who noted that improving the financial system and financial relations is a strategic and key issue for the country's economic development. In the era of state independence, the measures were taken to form and improve the system of state finances, which played a decisive role in the socio-economic development of the country. The financial management system plays a key role in ensuring the effectiveness of the financial system, including fiscal policy, as well as state financial control. The development of the securities market, the insurance market, financial support for entrepreneurship, and the training of qualified specialists also depend on the sustainability of the financial management system. B. Safarov noted that knowledge of the laws of development of financial relations makes it possible to predict their changes in the future, helps to ensure financial equilibrium as the main factor in strengthening statehood. 
Then, G. Khojieva made a speech to the conference participants, she congratulated the audience on their professional holiday and noted that financial equilibrium is a major factor in the sustainability of the state.
The Deputy Chairman of the National Bank of the Republic of Tajikistan, Candidate of Economic Sciences Sirojiddin Ikromi, made a report on the topic «The Competitiveness of Credit Organizations in the Modern Era». He noted that the main indicators of competitiveness of banks depend on such factors: capital adequacy; bank solvency; asset quality; development of network services (financial coverage); type, quality and cost of services; level of public confidence; staff qualifications; compliance of the bank policy with the interests of clients, etc.
The speaker made proposals for the provision and improvement of the competitiveness management system, including factors such as: the provision of new products and services; expansion of the number of participants in the banking system; ensuring openness and transparency of banking activities; improvement of corporate management of banks, etc. 
An employee of the Tax Committee under the Government of the Republic of Tajikistan, Vazirov Sobirjon, read a report on the topic «Development of Innovative Tax Administration in the Republic of Tajikistan», he noted that the purpose of developing tax administration is to simplify the work of taxpayers and save their time. The speaker, using slides, presented the site of the Tax Committee and explained that taxpayers can make tax transactions online, including: the provision of relevant reports; online consultations; appointments, etc. He also demonstrated and clarified the advantages of the mechanism of tax payment using bank cards.
The conference continued its work in the sections of finance and credit and general economic problems. The following problems were discussed in the sections: the role of finance in the development of the national economy; the effective use of financial mechanisms in the state regulation of the securities market; the changes of financial relations and its impact on modern financial policy of the RT; assessment of the system of national taxes and its necessity in a market economy.
According to the results of the conference, scientifically based recommendations and proposals were provided to the relevant ministries and institutions.
