Assessment of the state of small and medium entrepreneurship activity in the Republic of Tajikistan

On May 6 of this year, under this title, there was held an International scientific-practical conference at TSUFE on the initiative of the Department of Economic Analysis of the Faculty of Accounting and Statistics of the University dedicated to the "Years of industrial development" (2022-2026). Domestic and foreign scientists and researchers actively participated in it.
First, Bahrom Safarov-the Vice-rector for Science and Innovation welcomed the guests to the university and spoke about the Government's policy on economic development. He noted that the development of small and medium entrepreneurship is one of the priority directions of the national economy.
Then, the representative of the Majlisi Namoyandagon of Majlisi Oli of the Republic of Tajikistan, Doctor of Economic Sciences, Professor of the Department of Economic Analysis of Tajik State University of Finance and Economics - Rustam Kudratov gave a report on "Institutional aspects of supporting the small and medium entrepreneurship in the Republic of Tajikistan". He expressed his opinion about the privileges provided by the Government of the country and through the legislation in the direction of supporting entrepreneurs and the approval of various regulatory legal documents. In particular, he said that the laws of the Republic of Tajikistan such as "On the state registration of legal entities and individual entrepreneurs", "On the moratorium of inspections of the activities of small and medium entrepreneurship entities in the Republic of Tajikistan", "On the moratorium of inspections of the activities of entrepreneurship entities in the production sector" and "On the state protection and support of entrepreneurship" contributed to the development of small and medium entrepreneurship.
In particular, the Law " On the moratorium of inspections of the activities of small and medium entrepreneurship entities in the Republic of Tajikistan " dated March 26, 2009, under No. 505 regulates legal relations that arise in the event of the adoption and implementation of a moratorium on the activities of small and medium entrepreneurship entities in the Republic of Tajikistan.
In continuation of the conference, the Vice-rector of Pushino State Institute of Moscow region, Doctor of Economic Sciences, Professor Oleg Patlasov spoke on the topic "Alternative view: the place of small entrepreneurship in the economy and its ineffectiveness". He mentioned that small entrepreneurship helps to solve problems related to employment of the population. Also, increasing the efficiency of production, taking measures to encourage and support that, it is a source of regular income of taxes to the budget. The speaker continued to express his opinion on the special support of entrepreneurs and farms in various fields, such as services, small production and retail trade.
In continuation, some participants of the conference gave comprehensive reports such as - the Head of the Department of Economy and Planning in the field of education and science of the Ministry of Education and Science of the Republic of Tajikistan, Candidate of Economic Sciences, Docent Badriddin Muzaffarov on the topic "Development of entrepreneurship activity in the field of education", the Head of the Directorate of Tax Administration of the Tax Committee under the Government of the Republic of Tajikistan Shamsullo Kabirzoda on the topic "Administration of direct taxes" and the Head of the Entrepreneurship Support Department of the State Investment and State Property Management Committee of the Republic of Tajikistan, Nekruy Zabirzoda on the topic of "State support of business activity in the country".
According to the view of experts and researchers, the contribution of small and medium entrepreneurship in the development of the country's economy is very significant. Therefore, the financial support of entrepreneurship entities through the provision of tax benefits, loans with preferential rates and simplification of the lending process helps to develop their activities.
In the second part of the conference, 70 reports were presented and the speakers expressed their opinion on improving the business environment in Tajikistan, expanding relations in the direction of increasing qualifications through the exchange of experience and helping to increase the financial literacy of the population.
At the end of the International conference it was signed the mutual cooperation agreement between the State Institution " Scientific and Research Economic Institute of the Ministry of Economic Development and Trade of the Republic of Tajikistan" and the Tajik State University of Finance and Economics and its basic departments - the departments of economic analysis, digital economy and logistics to implement the wise policy of the Founder of Peace and National Unity – the Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon in order to prepare specialists responsive to the labor market, mutual scientific, educational and methodical cooperation, application of theoretical knowledge in practice, involvement of specialists in the field of teaching of special courses in specialized subjects, management of compulsory theses graduates and the organization of educational, production and pre-graduate internships in economic analysis, state regulation of the national economy, digital economy and economic cybernetics which can strengthen further mutually beneficial scientific and practical cooperation.
