The role of the Constitution of the Republic of Tajikistan in strengthening national legislation

Under this title, on November 3, it was held a Round table at the Tajik State University of Finance and Economics which was dedicated to the 29th anniversary of the adoption of the Constitution of the Republic of Tajikistan. Rector of the university Abdualimzoda Hakimbek Abdualim opened the event and congratulated the participants on this great day. H. Abdualimzoda noted that the Constitution is the most important and fateful document in the recent history of Tajikistan, and is the foundation of a democratic, legal, secular and unitary State of Tajikistan. It is the Constitution that regulates the activity of all branches of state power.
- Every citizen of the republic should be proud that our Constitution is among the best constitutions in the world, said the rector. It was noted that three members of the constitutional commission, who were involved in drafting the Constitution, worked at our university in different years and they are still working. Ensuring peace and stability, national unity, and achievements in foreign policy originate from the Constitution. The Constitution is the program of action and the guide for the activities of every resident of the country, - noted H. Abdualimzoda.
Then, professor Murtazozoda Jamshed Saidali, the representative of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, Doctor of legal sciences spoke, and on behalf of the leadership of the Majlisi Namoyandagon of the Majlisi Oli, he congratulated the professors and lecturers, staff and students of the university on the 29th anniversary of the adoption of the Constitution of the Republic of Tajikistan. J. Murtazozoda emphasized that the role of individual personalities in history is great and one of such personalities is The Founder of Peace and National Unity, the Leader of the Nation, the President of the Republic of Tajikistan, Honorable Emomali Rahmon, who played a key role in the drafting of the Constitution. The Constitution, which was adopted in 1994, regulated all spheres of the national economy and centralized the newly independent state. Before the election of Emomali Rahmon as the Head of State, efforts were made to establish the Constitutional Commission, but they were unsuccessful. It was Honorable Emomali Rahmon who was able to organize such a commission and complete its mission - that is, the drafting of the Constitution. It was the adoption of the Constitution through a National referendum that became the basis for solving the problem.
After that, Ismoilov Shavkat, Doctor of legal sciences, Professor of the Department of Economic, financial and anti-corruption law of TSUFE, member of the Constitutional Commission, made a report and gave information about the difficult conditions of the 90s of the last century and the functioning of the Constitutional Commission. Sh. Ismoilov noted that until 1994, Tajikistan had the Constitution, but it did not represent the interests of the people. Only during one year, it was amended 12 times by the parliament, and those changes were not for the benefit of the nation and the state. During the activities of the Constitutional Commission, the Honorable Emomali Rahmon repeatedly appealed to its members to prepare a document that is intended for the people and brings people together. The process of drafting the Constitution was very difficult, complex and controversial. As a result, the Constitution was adopted, which is included in the top five constitutions of the world.
Boboev Jamrod, head of the department of economic, financial and anti-corruption law at TSUFE, made a speech and noted that the Constitution of the Republic of Tajikistan is not in vain considered one of the best constitutions. It represents the highest human values, and all human rights and freedoms are under its protection. Human rights and freedoms and their observance are central issues of the Constitution of Tajikistan.
During the discussion, Haitov S. and Karimzoda R., the lecturers of TSUFE made speeches about the history of the Constitution of Tajikistan, its humanistic nature and the amendments made it.
