Monitoring and Education Quality Management Department of ТSUFE carries out its activities based on the laws of the Republic of Tajikistan, the "Education Quality Management Program for Higher Professional Education Institutions of the Republic of Tajikistan," the "Model Regulations on the Organization of the Educational Process in Higher Professional Education Institutions of the Republic of Tajikistan under the Credit System," and the Charter of ТSUFE.

MDAMEQMD is a structural unit of the University’s Education Department and was established to implement university-wide plans for the improvement and implementation of programs and measures for monitoring and developing education quality through the enhancement of the educational process by the rector’s order based on decisions of the University Academic Council.

In performing its duties, 

MDAMEQMD relies on the Law of the Republic of Tajikistan “On Education,” the Law of the Republic of Tajikistan “On Higher Professional Education,” the University Charter, decisions of the Academic Council and Methodological Council, rector’s orders, instructions of the Deputy Rector for Academic Affairs, and these Regulations.

MDAMEQMD carries out its activities to implement a unified state policy in the field of education, ensure compliance with state educational standards, provide favorable conditions for the training of specialists, introduce modern teaching methods, new ways of analyzing the quality of the educational process, and monitor qualitative and quantitative changes at the University.

Tasks and Main Directions of Activity of the Monitoring and Education Quality Management Department (MDAMEQMD)

The department’s activities are aimed at addressing the following tasks:

  • Development of draft minimum requirements for the content of standards, regulations, and directives that regulate education quality control;

  • Establishment of education quality indicators and organization of education quality monitoring based on them;

  • Providing scientific and methodological support for education quality monitoring at the University;

  • Collection and analysis of information on the state of the educational process at the University, evaluation of the education quality control system, and the quality of specialist training;

  • Analysis of personnel support for the educational process and scientific-methodological activities of teaching staff;

  • Study of forms, methods, and criteria for evaluating education quality;

  • Development of action plans for evaluating the quality of specialist training;

  • Conducting analysis of students’ results in current and final examinations;

  • Determination of the effectiveness of implementing new educational technologies;

  • Conducting sociological surveys among students and teachers;

  • Preparation of issues for consideration at meetings of the Academic Council, Methodological Council, and University Administration;

  • Ensuring preparation of analyst groups and conducting internal analyses of the quality system;

  • Preparing informational and analytical materials on education quality issues and organizing their dissemination;

  • Drafting the annual report “On the Quality of Education and its Assurance System at the University.”

The development and implementation of the monitoring mechanism is carried out in the following areas:

  • Teaching, student upbringing, and development processes;

  • Teaching and its scientific-methodological support;

  • University management, faculties, departments, and centers;

  • Conditions for organizing the educational process and students’ independent work.

Development and analysis of monitoring results are conducted in the following areas:

  • Evaluation of the educational process and changes within it, regular comparative analysis of students’ academic achievements;

  • Preparation and provision of regular information to management, deans, and heads of departments about the status and progress of students’ achievements, ensuring the accuracy of this data;

  • Consultation with teaching staff on issues of control and evaluation;

  • Training and meeting the educational needs of teachers regarding control and evaluation;

  • Assessment of the effectiveness of the educational system and changes in it, regular comparative analysis of students’ academic achievements;

  • Provision of information on students’ performance and dynamics, ensuring the accuracy of grading;

  • Preparation of proposals for correcting deficiencies in the educational process;

  • Preparation of proposals for revising regulatory documents governing educational activities.

The department carries out inspection and experimental activities in the following areas:

  • Diagnosis of the effectiveness of education at the University;

  • Search and processing of diagnostic materials, verification and confirmation of their completeness, technological reliability, and validity;

  • Study of factors affecting the quality of education;

  • Other areas of activity arising from monitoring.


Key Areas of Activity of the Monitoring and Education Quality Management Department

  • Establishing a database to support education quality monitoring and management of university structures.

  • Training and professional development of university teachers at higher education institutions certified in the education quality control system. Training teachers in methods for assessing the actual level of learning of educational materials.

  • Establishing an automated system for monitoring education quality at the university. Providing information to responsible persons regarding education quality, including on the university news website.

  • Participation in professional certification of university specialists. Conducting internal analyses of the educational system.

  • Cooperation with state and public organizations and services on monitoring and ensuring education quality at the university.

  • Conducting scientific-methodological research and advisory-information services.

  • Development and implementation of indicators to regulate education quality and relatively effective monitoring methods. Organizing and developing assessment tools, transparency mechanisms, and technologies for monitoring and evaluating education quality at the university.

  • When necessary, the department carries out other tasks assigned by the administration within the scope of its activity.
